Under Decree 320/2026/NĐ-CP, 11 types of electronic transaction accounts created before 28/9/2026 must complete linking and verification with their electronic identification account by 31/12/2026 at the latest. Bank accounts alone have a longer deadline, until 30/6/2027.
According to Lao Cai Newspaper, Decree 320/2026/NĐ-CP amends and supplements a number of articles of Decree 69/2024/NĐ-CP on electronic identification and authentication. The decree takes effect on 28/9/2026. In Article 19, the decree adds clauses 9 and 10 to Article 40 of Decree 69/2024/NĐ-CP. These are regulations on linking and verifying electronic transaction accounts with electronic identification accounts.
Accordingly, electronic transaction accounts under the 2023 Law on Electronic Transactions on digital platforms in 12 sectors must be linked and verified with electronic identification accounts. The 12 sectors are education, digital literacy, securities, telecommunications, banking, e-commerce, electronic invoices, transport business, tourism, pharmacy, medical examination and treatment, and social media in Vietnam.
In the e-commerce sector, this requirement does not apply to every shopping account. The regulation applies only to the accounts of sellers, livestream sellers and affiliate marketers under the 2025 Law on E-commerce.
In addition to the 12 sectors above, electronic transaction accounts serving national defence, security and cross-border services must also be linked and verified before use. The condition is that the platform fully meets the requirements and is connected to the electronic identification and authentication platform. For sectors not listed, the competent minister or head of a ministerial-level agency will issue a list of online transactions that must be linked and verified with an electronic identification account before use.
11 types of accounts must complete linking before 31/12/2026
Clause 3 of Article 20 of Decree 320/2026/NĐ-CP provides for mandatory accounts created before 28/9/2026. These accounts must complete linking and verification with the electronic identification account by 31/12/2026 at the latest, except for accounts in the banking sector.
The 11 types of accounts that must be completed by this deadline are:
- Education accounts
- Digital literacy accounts
- Securities accounts
- Telecommunications accounts
- E-commerce accounts (sellers, livestream sellers, affiliate marketers)
- Electronic invoice accounts
- Transport business accounts
- Tourism accounts
- Pharmacy accounts
- Medical examination and treatment accounts
- Social media accounts in Vietnam
For bank accounts, the deadline to complete linking is 30/6/2027. Accordingly, bank accounts created before the decree takes effect have a longer deadline. Account holders must complete linking and verification by 30/6/2027 at the latest.
The decree also sets a deadline for national digital platforms. These platforms must integrate electronic identification accounts for login, authentication and transactions by 31/12/2026 at the latest.
Linking is carried out between the account on each platform and the electronic identification account. Therefore, users should follow announcements and instructions from service providers such as mobile network operators, securities companies, e-commerce platforms and social networks. Users should also proactively check that their VNeID account is still working normally. From 28/9/2026, a citizen's VNeID account may be locked automatically when the electronic ID card is locked, or when the registered phone number has changed and is not registered in the account holder's name.
